One just needs to refresh the US-Soviet case to understand what is preemptive strike and what goes next. The Russian response to such a strike is as automatic as it will be from the US in the case Russian hypersonic missile flies in the direction of Wash. From Russia it will be directed to the US motherland not to Europe as the case is strategic.
